RALI FX21: Television outside broadcasting services

RALI FX21 provides information on frequency coordination and licensing arrangements for television outside broadcast (TOB) services.

The Radiocommunications Assignment and Licensing Instruction (RALI) FX21 applies to:

  • bands 1980‑2110 MHz
  • bands 2170‑2300 MHz

This RALI also defines the arrangements for sharing spectrum with the European Space Agency (ESA).

The Spectrum coordination arrangements (PDF) give ESA access to the frequency ranges in the bands:

  • 2025-2044 MHz
  • 2054-2110 MHz
  • 2200-2215 MHz
  • 2230-2290 MHz

This arrangement supports operations in ESA’s New Norcia Earth station in Western Australia.

History of RALI FX21

We developed RALI FX21 to support the introduction of TOB services into the frequency bands 1980–2110 MHz and 2170–2300 MHz. It followed the 2010 review into 2.5 GHz band.

In December 2018 we updated the RALI to remove channel arrangements that were no longer in place.

In February 2021 we updated the RALI to reflect the outcomes from the 2 GHz replanning process that the band (1980–2010 MHz and 2170–2200 MHz) will be used for mobile-satellite services.

In August 2022, we updated the RALI to reflect the outcomes of our Review of the 2 GHz Television Outside Broadcast (TOB) Frequency Band Plan. This established planning arrangements to support introduction of mobile-satellite services in the bands 1980–2010 MHz and 2170–2200 MHz. A transition period for TOB services to cease operating in these bands has commenced. It is detailed in the Radiocommunications (Mobile-Satellite Service) (1980–2010 MHz and 2170–2200 MHz) Frequency Band Plan 2022 (the MSS band plan). TOB services must cease operation in these bands by the following dates:

  • 1 March 2026 in metropolitan areas and designated areas as defined in the MSS band plan
  • 1 March 2024 elsewhere.

RALI FX 21 has been updated with these transitional arrangements, including amendments to channel arrangements and coordination of TOB receivers.
