Replanning the 2 GHz band: Review of the 2 GHz Television Outside Broadcast Frequency Band Plan - consultation 45/2021

After considering the issues raised in the consultation, we have revoked the  Television Outside Broadcast (1980–2110 MHz and 2170–2300 MHz) Frequency Band Plan 2012 and made the following new frequency band plans:

• the Radiocommunications (Mobile-Satellite Service) (1980–2010 MHz and 2170–2200 MHz) Frequency Band Plan 2022 (the 2 GHz MSS band plan)
• the Radiocommunications (Television Outside Broadcasting) (2010–2110 MHz and 2200–2300 MHz) Frequency Band Plan 2022 (the new TOB band plan).

The new TOB band plan includes revisions to ensure there are no changes to previous arrangements in the band, including  for ongoing TOB services.

We are now consulting on planning arrangements in the 7.2 GHz band to prepare for migration of TOB services.

We are still considering responses to the related consultation on proposed licensing arrangements for 2 GHz narrowband mobile-satellite services and 28 GHz fixed-satellite services and expect to announce outcomes of that consultation in July 2022.

Response to submissions - Review of the 2 GHz TOB band plan (115.13 KB)

We received 14 submissions to this consultation, which are available at the bottom of the page.  

Several respondents raised concerns that changes to arrangements in the proposed draft TOB band plan for services in the bands 2010–2110 MHz and 2200–2300 MHz (for example, earth stations) are contrary to our objective of no change to arrangements in these bands. These changes were unintentional. The draft band plan is being revised to ensure it will have the same arrangements in 2010–2110 MHz and 2200–2300 MHz as specified in the current TOB band plan.  

We are considering these submissions together with responses to the related consultation on proposed licensing arrangements for 2 GHz narrowband mobile-satellite services and 28 GHz fixed-satellite services.  

We are reviewing the Television Outside Broadcast (1980–2110 MHz and 2170–2300 MHz) Frequency Band Plan 2012, which sets out the purposes for which the 1980–2110 MHz and 2170–2300 MHz bands may be used.

As an outcome of the ACMA’s review of the 2 GHz band, we are developing spectrum management arrangements to support the introduction of mobile-satellite services (MSS) in the frequency bands 1980–2010 MHz and 2170–2200 MHz, and to facilitate cessation of television outside broadcast (TOB) services in these bands. These arrangements were explained in the 2 GHz outcomes paper published in January 2021, in which we detailed our decisions to replan the 2 GHz band.

As part of our work to implement these arrangements, we are consulting on 2 draft frequency band plans.
