Our compliance priority
In 2021–22, our focus is on affiliate services that promote and drive traffic to illegal online casinos. These sites typically present as independent reviewers of gambling services. They provide direct links to illegal gambling services, often receiving a commission for click-throughs.
We are targeting these affiliate services to disrupt the marketing and supply of illegal online gambling services in Australia.
These services may be found to be:
- in breach of the ban on advertising illegal gambling services under the IGA
- aiding the act of providing illegal gambling services.
In this quarter, we finalised 6 investigations – each with a breach finding. A further 5 affiliate services are still under investigation.

Enquiries and complaints
Of the 143 enquiries and complaints we received, 120 (84%) were valid complaints that we could investigate under the IGA.

Investigations
We completed 17 investigations that involved 40 gambling sites and apps. We found one or more breaches of the IGA in all 17 investigations. There were 44 findings of breaches:
- 35 for providing a prohibited interactive gambling service to Australian customers
- 4 for providing an unlicensed regulated interactive gambling service to Australian customers
- 5 for advertising a prohibited and/or unlicensed regulated interactive gambling service in Australia.

Enforcement and disruption action
We issued formal warnings to 16 providers:
- Ample Chance Group Limited for being a party to providing prohibited interactive gambling services to Australians (LCB).
- Ardua Ventures Ltd for providing an unlicensed regulated interactive gambling service (We Love Lotto).
- Zetotesystems Ltd for providing prohibited and unlicensed regulated interactive gambling services (Zebet and Zeturf).
- White Lotto B.V. for providing an unlicensed regulated interactive gambling service (Redfoxlotto).
- Blexr Ltd for advertising a prohibited interactive gambling service in Australia and being a party to providing prohibited gambling services to Australians (AusCasinos).
- Tabcorp Holdings Limited for providing a prohibited interactive gambling service, in the form of in-play betting (Tabcorp).
- Netsurf Media S.A. for providing prohibited interactive gambling services (Raging Bull Casino, Planet 7 Oz, Kings Chance, True Blue Casino, Grand Fortune Casino, Malibu Club Casino, Comet Room and Paradiso Room).
- Tabella s.r.o. for providing prohibited interactive gambling services (Raging Bull Casino, Planet 7 Oz, Kings Chance, True Blue Casino, Grand Fortune Casino, Malibu Club Casino, Comet Room and Paradiso Room).
- First Class Media for providing prohibited interactive gambling services (Raging Bull Casino, Planet 7 Oz, Kings Chance, True Blue Casino, Grand Fortune Casino, Malibu Club Casino, Comet Room and Paradiso Room).
- Dama N.V. for providing prohibited and unlicensed regulated interactive gambling services (Casino4U, Spin Samurai, Slot Vibe, Axe Casino, Arlekin Casino and Lucky Dreams).
- Max Smirnov for being a party to providing prohibited interactive gambling services to Australians (AUCasinosOnline).
- Star Enterprises S.A. for advertising a prohibited interactive gambling service in Australia and being a party to providing prohibited interactive gambling services to Australians (Online Pokies 4U).
- Fifth Street Entertainment Ltd (UK) for providing prohibited interactive gambling services (Rich Casino, Box24 Casino, Black Diamond Casino, Spartan Slots, Bondi Bet, Tangiers Casino, 7 Reels, 21 Dukes, Winward Casino, Thebes Casino, Casino Moons, Winnerama, Extra Vegas and Win Paradise).
- Fifth Street Entertainment Limited (VC) for providing prohibited interactive gambling services (Rich Casino, Box24 Casino, Black Diamond Casino, Spartan Slots, Bondi Bet, Tangiers Casino, 7 Reels, 21 Dukes, Winward Casino, Thebes Casino, Casino Moons, Winnerama, Extra Vegas and Win Paradise).
- Mirage Corporation N.V. for providing prohibited interactive gambling services (Lucky Star and Horus Casino).
- Lottery.com for providing an unlicensed regulated interactive gambling service (Lottery.com).
We reported 31 URLs to accredited family-friendly filter providers for inclusion in the sites blocked when the filters are installed.
Website blocking
We have continued website blocking of services found in breach of the IGA. The majority are casino-style services offering games like blackjack, roulette, poker and slots. A number of the sites also provided wagering services without an Australian licence. It is an offence to provide or advertise these types of services to customers in Australia.
We blocked the following 63 websites. These relate to illegal gambling and affiliate advertising services and include alternate sites that have been set up to get around the blocks:
